Teacher Certification Program in Indonesia

Education is an important part which supports progression of a nation. In Indonesia, education is developed to form well-qualified young generation who will hold this nation in the future. Government has several efforts to enhance education quality in Indonesia. One of them is improving teachers’ quality through teacher certification program.

Based on the Teacher and University-Level Instructor law (Undang Undang Guru dan Dosen) published in 2005, teacher requires having academic background of college degree (S1 or D4) and profession certificate as a teacher. In addition, certified teachers obtain extra salary and other incomes related to their achievement. In other word, they get professional salary as a teacher. This policy is made to improve teachers’ competency and proficiency as a contribution of the increasing salary of certified teachers.

Teacher certification program use portfolio and teacher training program (based on PERMENDIKNAS, No. 18 year 2007) to assess candidate of certified teachers. The portfolio components include academic qualification, education and training, teaching experience, strategy of teaching and learning, academic achievement, profession development work, participation of scientific forum, organization experience in education and social, and appreciation related to the educational field.

In some ways, portfolio assessment creates negative notion in the teacher environment itself. Since there is advance technology, candidate of certified teacher can be easily copying or even producing fake certificates which supports their portfolio assessment. Besides, young teachers with several achievements will not be easily certified because portfolio also list teaching experience as the qualification of the teacher certification program.

The second ways of determining certified teacher is through the teacher training program held by LPTK (Teacher Training Institution), usually including several qualified universities. In this way, young teachers have a chance to be certified. Moreover, assessor of certification program also can analyze directly the candidate of certified teacher. As a result, certification program can be run fairly in the right hand.

Education for a Better Nation

“Pendidikan nasional berfungsi mengembangkan kemampuan dan membentuk watak serta peradaban bangsa yang bermartabat dalam rangka mencerdaskan kehidupanbangsa, bertujuan untuk berkembangnya potensi peserta didik agar menjadi manusiayang beriman dan bertakwa kepada Tuhan Yang Maha Esa, berakhlak mulia, sehat,berilmu, cakap, kreatif, mandiri, dan menjadi warga negara yang demokratis sertabertanggung jawab.”(National education system of Indonesia, law No. 20 year 2003 chapter 3)

As written on the quotation above, education has several functions -such as developing ability, skill or capability of Indonesian and creating a nation with great characteristic and value- in order to make a smarter generation of Indonesia. In addition, national education aims to improve the students’ potential. Therefore, educated students will have religious value, positive moral, healthy body, knowledge, proficiency, creative, and independent. Besides, they can be good citizens who are democratic and having responsibility to their nation.

Since education is one of the main needs of Indonesia, each person has a right to get proper education. Indonesia government has a program, ‘wajib belajar Sembilan tahun’, aimed to have Indonesian study at least for nine years (from elementary to junior high school). However, people need to fulfill this program with their own money.

The recent issue say that government make the school cost to be free. It is like a good policy which may helps people to obtain education. Unfortunately, several schools may still have expensive operational cost which they put upon their students. Likewise, students still need to pay work sheet book (Lembar Kerja Siswa) which is required for each lesson. It seems that expensive is still be image of a school.

Education is an important matter that can influence the progress of a nation. In a simple explanation education can help to create smarter societies which are able to give contribution to their nation. As a result, government has big duty to bring their education to be better from year to year.
